DB/PMS/EMS Metering Upgrades - Canary Wharf

Client: Multinational Bank & Services Provider

Appointment: Project Manager

Duration: Completion Expected March 2025

The project involved a comprehensive upgrade of the Distribution Board (DB), Power Management System (PMS), and Energy Management System (EMS) metering to enhance the building’s ability to monitor and control power distribution more effectively. The goal was to improve operational efficiency while ensuring minimal disruption to ongoing operations.

Objectives

The primary objectives of the project were:

  • To upgrade the existing electrical infrastructure for better energy monitoring and distribution.

  • To integrate new metering solutions within the existing Power Management and Energy Management Systems (PMS/EMS) for greater control.

  • To ensure that the entire upgrade process was carried out with minimal operational disruption, safeguarding the uninterrupted performance of critical banking operations.

Implementation Strategy

The project was executed with a careful, phased approach to ensure both the technical and operational challenges were effectively addressed.

  1. Preliminary Assessment & Site Survey:
A detailed site survey was conducted to map out the existing electrical infrastructure. This was crucial for understanding the layout of the system, identifying potential weaknesses, and ensuring all upgrades would be compatible with the existing setup.

  2. Coordination & Stakeholder Engagement:
Regular meetings were held with the client’s facilities management team, contractors, and third-party specialists. Early engagement with stakeholders was critical to ensure alignment across all parties and to streamline the planning and execution phases.

  3. Shutdown Scheduling:
One of the key challenges was coordinating shutdowns to minimise the impact on ongoing operations. A phased shutdown schedule was developed, allowing for systematic upgrades while ensuring the continued operation of critical services.

  4. Testing & Integration:
Post-installation testing was carried out to verify the functionality of the upgraded systems. The new metering systems were integrated with the existing PMS and EMS to ensure seamless data flow and real-time monitoring capabilities.

Challenges and Solutions

Throughout the course of the project, several challenges were faced and successfully mitigated:

  • Shutdown Coordination:
One of the main challenges was managing the complexity of shutdowns with minimal disruption. Early engagement with all stakeholders, including contractors, facilities management, and third-party specialists, was crucial to ensure a smooth process.

  • Technical Compatibility:
Detailed knowledge of the existing power distribution system prevented any unforeseen compatibility issues when integrating the new systems. This understanding also helped anticipate the mechanical spares required due to the unreliability of some of the existing parts.

  • Document Management:
The large volume of documentation required for the project necessitated a robust document management system. Regular uploads and easy access to records ensured the project remained on track and compliant.

Strengths of the Project Execution

  • Timely and On-Budget Delivery:
The project was delivered on time and within budget, a testament to effective planning and execution.

  • Collaborative Approach:
The contractor’s management team demonstrated flexibility and a pragmatic approach to problem-solving. Continuous communication between the contractors and ISS ensured that all parties were kept in the loop and any issues were swiftly addressed.

  • Strong Contractor-Client Relationship:
The contractor worked closely with the commercial team, providing detailed and accurate information when required. Monthly Health & Safety meetings ensured high standards of safety, with a consistently strong score based on the information provided.

Lessons Learned

Several valuable lessons emerged from the project, which can serve as useful advice for future clients in similar situations:

  1. Engage Stakeholders Early:
Early and consistent engagement with all relevant stakeholders, including contractors and third parties, is essential for smooth coordination and efficient problem-solving.

  2. Thorough Knowledge of Existing Systems:
Having an in-depth understanding of the existing infrastructure is vital. This knowledge helps avoid surprises and ensures the new systems integrate seamlessly with the old.

  3. A Structured Implementation Plan:
A clear and well-structured implementation plan is essential, particularly when working within tight deadlines. The project’s success can often depend on the ability to stick to a plan without compromising quality or safety.

  4. Effective Shutdown Management:
Proper planning of shutdowns and isolations is key. Snagging and testing should be done during isolations to ensure there are no outstanding issues once systems are reactivated.

  5. Prepare for Mechanical Spares:
Due to the unreliability of some existing parts, keeping mechanical spares on hand was crucial to prevent delays and ensure smooth progression.

  6. Documentation & Record Keeping:
The volume of documentation created during the project was extensive. A reliable system for uploading and accessing these records was necessary to maintain project efficiency and compliance.

Conclusion

The DB/PMS/EMS metering upgrade at Canary Wharf successfully met the client’s objectives of enhancing power distribution monitoring and control while ensuring operational continuity. The project’s careful planning, effective stakeholder engagement, and proactive problem-solving approach allowed for a smooth upgrade process despite the complex requirements.

This case study highlights the importance of early planning, effective communication, and technical expertise in delivering such a project successfully. The client now benefits from a modernised system that improves operational efficiency and ensures a reliable power distribution infrastructure for the future.
